The European Union PPWR (Regulation (EU) 2025/40, Waste Packaging and Packaging Regulations) does not directly tube the fan appliance itself (safety/EMC/RoHS/WEEE still follows the original directives), but turns the complete package of the fan into an independent compliance object. It will come into force on February 11, 2025-core terms will be fully applicable from August 12, 2026-and design-level hard indicators will be coded level by level from 2030.

For the specific impact on the electric fan product, see the following two steps: "do it now" and "do it after 2030":
1、 Red line triggered immediately from 2026-08-12
1) EPR Registered and Authorized Representative
Branding party/importer/cross-border seller must make packing EPR registration and take ERN number separately in each sales destination country, and non-EU enterprises shall appoint authorized representatives in EU; Amazon/Temu/AliExpress, etc. have requested to upload ERS, otherwise they will be taken off the shelf. Packaging data (material, weight, recyclability and proportion of recycled materials) shall be reported and paid regularly.
2) Heavy metal limits (all packaging materials)
Total amount of lead+cadmium+mercury+hexavalent chromium ≤ 100 mg/kg, measured by homogeneous material layer, carton ink, gold/silver/white special ink and plastic handle. Direct customs detention for exceeding the standard.
3) PFAS control (food contact package only)
Fan packaging is not normally food contact and this is not normally a direct hit; However, if the color box is coated with oil-proof and water-proof fluorine coating, or the food grade fitting bag is attached, check according to the food contact packaging material (single PFAS ≤ 25ppb, total fluorine ≤ 50ppm).
4) Packaging compliance documents are in independent volumes
From August, the package shall have its own technical document+EU DOC (Declaration of Conformity), separated from the CE document of the fan. Contents: packaging BOM, material weight, supplier statement, material information, re-cyclability evaluation, transportation test (drop/vibration/compression), label draft.
Common mistake: if the fan passes CE/DVD/EMC, the package will be refused to enter the country if it fails to meet the requirements.
2、 From 2030, the maximum impact on fan packaging design
1) Recoverability classification (A/B/C)
From 2030 to 01-01, all packages must reach above Class C (recovery rate ≥ 70%), and from 2038, only Class A/B (≥ 80%) is allowed. The high risks in the fan package are:
A. EPS/EPE foam lining (difficult to sort)
B. Paper-plastic composite, aluminum foil coating, local UV thick coating
C. Non-seepable plastic window/plastic handle on carton
D. Permanent multi-material adhesive construction
Direction change: single-material corrugated+molded pulp holder+paper corner protector, extruded foam paper honeycomb/reclaimed PET cotton.
2) Content of plastic recycling material
Non-contact sensitive plastic package 2030 ≥ 35% PCR, 2040 ≥ 65%. PE protective bag, EPS liner, plastic fitting bag and ribbon of fan are calculated; A single piece of plastic<5% of the package is exempt from recycled material, but is not exempt from recyclability and documentation obligations.
3) Packaging minimization+e-commerce void ratio ≤ 50%
The lifting capacity of 2030 shall be minimized, and the large box of floor fan/heavy duty fan shall be recalculated: whether the rod can be removed, the leaf can be nested, and the base can be sub-assembled; Cross-border delivery "retail color box+express box" double package mode, bubble column/inflatable pillow/shredded paper filling are included in the gap, which cannot be avoided by adding filler.
4) Unified label
Launch the unified recyclable/material/classified bid of European Union on August 8, gradually demobilize the old bid of various countries, and reserve the space for bid change in the color box layout.
3、 Impact on NAKKA BLDC fan:
At present, the plume printing fan has realized the packaging of different products according to the requirements of PPWR. For the package of the plume printing fan, the most important packaging materials we will have are:
1) Corrugated paper
2) Plastic bag
3) Cable tie
4) Clear adhesive
5) Composite sticker
6) Coated paper

For these packaging materials, we have obtained relevant inspection reports with the material suppliers, and will use the materials passing the inspection standards to pack the products. In addition, the plume seal will conduct a set of PPWR inspection on all types of fans (such as 18 inch 18 blade fan, 30 inch fan, etc.) of the plume seal, so that all fans can reflect that each product meets the PPWR standard through a report.
In addition, when waiting for the customer to ship, we will help the customer to fill in the relevant PPWR customs clearance materials and provide the corresponding DOC documents.

In the future, NAKKA will pay more attention to the requirements for export products and strictly control its own products to ensure the smooth implementation of all aspects of customers and obtain better business.
